Peter Heather, author of the two masterpieces The Fall of the Roman Empire and Empires and Barbarians, now tells us what happened next, starting from the fall of the Western Empire in the year 476. In the centuries that followed, there were three major attempts to restore the Empire, led by Theodoric, Justinian, and Charlemagne. Each of them managed to reestablish the old power to a sufficient degree to proclaim themselves the legitimate heir to the imperial title, but none succeeded in consolidating a structure capable of enduring, as the old Empire had done. It was not until the reinvention of the Papacy in the 11th century that new people, of barbarian blood, used Roman imperial tools to create a new structure, the Papal Empire, "much more powerful and oppressive than the one the early Romans administered," which has been active for a thousand years.
