In the critical year between the Bolshevik Revolution and the end of World War I, Allied policy toward Russia to a very large extent originated in London. Yet although there exist several satisfactory general works on Allied intervention in Russia, and specific works on the making of American and Japanese policy, this book is the first detailed account of the formulation and execution of British policy.
